ZION RESIDENCES (Zion Road GLS (Parcel A)) site was one of 2 land parcels released for tender closing via Government Land Sales (GLS) confirmed list in 2024.
Right beside this Zion Residences site, Zion Road GLS Site (Parcel B), was sold to Allgreen Properties at a top bid of S$730.09 million – or about S$1,304 per square foot per plot ratio (psf ppr)
The government land sales (GLS) tender for the residential site at Zion Road (Parcel A) closed on April 4 2024 with a sole bid of $1.107 billion land price or $1,202 psf per plot ratio ($1,202 psf ppr) from a joint venture between Singapore-listed property group City Developments Ltd (CDL) and Japanese real estate developer Mitsui Fudosan.
In line with URA Master Plan, the Zion Road GLS CDL site will be the first to pilot long-stay serviced apartments with a minimum stay of three months. The 99-year leasehold, 164,439 sq ft site is zoned residential with commercial on the first floor. The site has a plot ratio of 5.6 with a maximum gross floor area (GFA) of 920,871 sq ft. Urban Redevelopment Authority (URA) said the site could yield 1,170 residential units, including long-term serviced apartments.
The 25,834 sq ft commercial space on the Zion Road GLS Parcel A site will include a 6,458 sq ft childcare centre. Zion Road GLS Parcel A site will be integrated with the Havelock MRT station on the Thomson-East Coast Line (TEL).
Given the significant size of these sites and the current economic landscape, the government’s decision to kick-start development, particularly of the new serviced apartment pilot, underscores strategic considerations for future urban planning. With competitive bid for these Zion Road sites, it aligns with demand for consistent housing supply of private homes in this area.

ABOUT ZION ROAD GLS SITE (PARCEL B)
This Zion Road GLS (Parcel B) site was one of 2 land parcels released for tender closing via Government Land Sales (GLS) confirmed list in 2024.
The government land sales (GLS) tender for the residential site at Zion Road (Parcel B) closed on July 18 2024, with a top bid of $730.1 million from a unit of the Kuok family-controlled Allgreen Properties. This winning bid was a 20.8 per cent higher than the bid which was from the Kwek-family owned Hong Leong Holdings submitted the second highest bid of $660.8 million.
With this winning bid of $730.09 million for the 99,953 sq ft site, which has a maximum gross floor area (GFA) of 559,745 sq ft. The bid price works out to a land rate of $1,304 psf per plot ratio (psf ppr). The site is expected to yield 610 private homes. With this new land parcel, Allgreen Properties also strengthened its presence in the area, being itself the developer of Great World City.
